A Story of Legislative Struggles

In the halls of the North Carolina General Assembly, a weary lawmaker sighs as another late-night session drags on. His phone buzzes—a missed call from his family. It’s a reality too many of our state representatives face, as lengthy legislative sessions make it harder for dedicated individuals to serve. This is not just a scheduling problem; it’s a structural issue that impacts the efficiency, transparency, and effectiveness of our government. The solution? A bold overhaul of the way our state legislature operates.

 

The Problem at Hand

Over the past fifteen years, the General Assembly has implemented policies that have strengthened North Carolina’s economy, promoted individual liberties, and upheld the values of our Constitutional Republic. However, the way our legislature functions is fundamentally flawed. Sessions run too long, preventing everyday citizens from effectively serving. Legislative pay is too low, disincentivizing capable individuals from running. And power is concentrated in a way that limits transparency and accountability.

 

Proposed Legislative Reforms

A recently published research paper outlining much-needed reforms to improve efficiency and maintain a true citizen-led legislature was authored by Andy Jackson and Jim Stirling who are a part of The John Locke Foundation.

 

Here are the key proposals:

1. Set a Firm End Date for Legislative Sessions

The proposal suggests capping sessions at 90 days in long years and 35 days in short years, aligning North Carolina with states like Florida, Georgia, and Tennessee. These states maintain high legislative productivity while allowing lawmakers to balance service with their careers and families.

2. Increase Legislative Pay

The current base salary of $13,951 for state legislators is among the lowest in the country and has not been adjusted for inflation. This discourages individuals with real-world expertise from serving. A modest increase to $20,531—redirected from cost savings in shorter sessions—would attract experienced, principled lawmakers without burdening taxpayers.

3. Enhance Transparency in Government

A 2023 measure granted lawmakers more authority to withhold records from the public—a move that contradicts the principles of open governance. Repealing this provision and introducing a constitutional amendment for greater transparency across all branches of government would restore public trust.

4. Impose Term Limits on Legislative Leaders

While term limits for rank-and-file lawmakers remain debatable, leadership roles such as Speaker of the House and Senate President Pro Tem should have limits to prevent the entrenchment of power. A reasonable cap of six to eight years would ensure fresh perspectives and prevent stagnation in leadership.

 

The Need for Change

(Opinions Stated) The purpose of a Constitutional Republic is to ensure that power remains in the hands of the people. When legislative processes become cumbersome and inaccessible to ordinary citizens, we move away from this founding principle. Shorter sessions, fairer pay, increased transparency, and leadership term limits would create a legislature that truly serves North Carolinians. These reforms would encourage participation from individuals with diverse backgrounds—business owners, educators, and healthcare professionals—who otherwise cannot afford to dedicate excessive time to legislative duties.

Reforming the General Assembly will require public pressure and bipartisan cooperation. North Carolinians must demand a system that values efficiency, fairness, and accountability. By supporting these changes, we can ensure that our Constitutional Republic remains strong and that our representatives are working for the people—not the system.
